In Manitoba, a gas water heater needs a natural gas permit from Inspection and Technical Services Manitoba before work starts, installation by a licensed gas fitter, and a Manitoba Hydro inspection. Winnipeg does not require a plumbing permit for a tank replaced in the same spot without plumbing changes. Electric tanks now outnumber gas ones in detached homes, and no water heater rebate was listed in September 2026.
- Natural gas permits come from Inspection and Technical Services Manitoba (ITSM), and a Manitoba Hydro natural gas inspector checks the installation.
- ITSM licenses gas fitters by class; a domestic 'B' licence covers appliances up to 400,000 BTU/h each, far above any household water heater.
- Winnipeg exempts a hot water tank replaced in the same location, with no plumbing changes, from a plumbing permit; elsewhere a municipality, planning district or ITSM issues plumbing permits.
- NRCan estimates electricity heated water in 59.1% of Manitoba's single detached homes in 2023, up from 45.3% in 2000.
- Manitoba Hydro lists a no-charge labour service for gas supply and combustion problems on residential water heaters.
01 /What is different about hot water in Manitoba?
On NRCan's estimates, Manitoba is the only one of the four western provinces where electric water heaters outnumber gas ones in detached houses, and the gap keeps widening. One Crown utility, Manitoba Hydro, supplies both electricity and natural gas and inspects gas installations, while the province issues the gas permits. And long, cold winters chill the water coming into the house. Everything below was checked on official pages in September 2026.
| Topic | What applies in Manitoba |
|---|---|
| Gas permits | Inspection and Technical Services Manitoba, before work begins |
| Gas inspection | Manitoba Hydro natural gas inspector |
| Plumbing permits | Municipality, planning district or ITSM, depending on location |
| Usual fuel | Electricity in 59.1% of single detached homes (NRCan, 2023) |
| Incentives | No water heater rebate listed by Efficiency Manitoba |
02 /Who issues gas permits and inspects gas water heaters in Manitoba?
The province and the utility share the job. Manitoba Hydro says natural gas permits must be issued by and received from Inspection and Technical Services Manitoba before any work begins, that all natural gas equipment and appliances must be installed by a licensed gas fitter, and that a Manitoba Hydro natural gas inspector then checks the installation against federal and provincial gas code requirements. Some commercial and industrial jobs also need an ITSM inspection; for a house, the inspection is Manitoba Hydro's.
So a gas tank replacement runs in a fixed order: the licensed gas fitter gets the permit, installs the heater, and the inspection is booked with Manitoba Hydro. Ask your installer to confirm each step and to give you the permit number.
Manitoba Hydro also offers something unusual: a no-charge labour service for residential and small commercial natural gas customers with problems in primary space and water heating appliances and gas ranges. Repairs related to gas supply and combustion carry no labour charge, with replacement parts added to the gas bill; other faults go to a licensed plumbing and heating dealer. If a gas water heater's pilot or burner acts up, that call is worth making before you book a replacement; see pilot light won't stay lit.
03 /Who licenses gas fitters, and who issues plumbing permits?
ITSM issues gas fitter licences under the Gas and Oil Burner Act and Regulation, in classes:
- 'A' gas fitter (commercial and industrial): may install, repair or modify any gas equipment.
- 'B' gas fitter (domestic): may install gas equipment where no single appliance exceeds 400,000 BTU/h.
- 'C' fitter: propane (liquefied petroleum gas) equipment up to 125,000 BTU/h per installation.
- 'F' licence: oil burners and fuel oil tanks.
Plumbing permits come from one of three authorities having jurisdiction, depending on where the house is: the municipality, a planning district, or ITSM, whose plumbing permit fees vary by building type from a minimum of $60. In Winnipeg, the City says no plumbing permit is needed to replace a fixture such as a hot water tank installed in the same location when no plumbing changes are needed. When a permit is needed, Winnipeg issues it to a licensed plumbing contractor or to a homeowner who lives in the single detached house as a primary residence and does the work personally. Who installs water heaters explains how the trades divide the job.
04 /Why are most Manitoba water heaters electric?
Natural Resources Canada's Comprehensive Energy Use Database shows a near reversal since 2000 in Manitoba's single detached homes: gas led then, and electricity leads now.
| Fuel | 2000 | 2023 |
|---|---|---|
| Electricity | 45.3% | 59.1% |
| Natural gas | 53.6% | 40.7% |
| Heating oil, propane, coal and wood | 1.1% | 0.1% |
Manitoba Hydro says nearly all the electricity it produces each year comes from flowing water or wind, and that it delivers natural gas to about 130 communities across southern Manitoba. Homes outside those communities have no gas option, and even in gas-served areas an electric tank needs no vent, gas line or chimney. The trade-off is recovery: an electric tank refills more slowly than a gas one. Running costs depend on your rates, so compare them in the Energy Cost Comparer or read gas vs electric water heaters.
Rented tanks exist in Manitoba too, but we found no official figure and renting appears far less common than in Ontario. If yours is rented, get the buyout and removal terms before replacing it and compare them in the Rent or Buy Calculator.
05 /What rebates apply in Manitoba (as checked September 2026)?
When checked in September 2026, Efficiency Manitoba's residential pages listed offers such as smart thermostat and heat pump rebates for home heating, but no water heater rebate. Its income-qualified Energy Efficiency Assistance Program offered free energy-saving items, including energy-efficient showerheads and aerators, which cut hot water use. The federal Canada Greener Homes Grant is closed, and the income-qualified Canada Greener Homes Affordability Program listed Manitoba as active; ask whether water heating is included.
Incentives change, so check Efficiency Manitoba and the rebates guide before you buy. Without a rebate, a heat pump water heater's case rests on its saving against an electric tank; see heat pump water heaters.
06 /How does a Manitoba winter affect a water heater?
It slows every tank, but electric tanks feel it most because they start slower. Using this site's representative values (one 4.5 kW element, about 4.4 kW into the water, against a 40,000 BTU/h gas burner) and a 55 °C setting:
| Inlet water | Electric tank | Gas tank |
|---|---|---|
| 4 °C | about 74 L/h | about 154 L/h |
| 10 °C | about 84 L/h | about 175 L/h |
| 15 °C | about 95 L/h | about 197 L/h |
An electric tank refills about half as fast as a typical gas tank, and cold water slows it further, which is why a 50-gallon electric tank that suits a couple can run short for a family with teenagers on a February morning. A larger tank, spaced-out showers or a heat pump model with a hybrid mode all help. Test your household in the Hot Water Morning Simulator and read why hot water runs out in winter.
Gas homes face the Prairie venting problem: power-vent, direct-vent and tankless terminals on side walls can be drifted over or frosted shut in long cold spells, so keep them clear and see power vent in winter. Electric tanks and power-vent gas tanks both stop heating in a power outage; see water heater in a power outage. A heat pump water heater in a heated basement can work well, but it cools that room and leans on its elements in a cold one.
07 /What does a hot water tank replacement cost in Winnipeg?
Use this site's national 2026 planning ranges; there is no official Manitoba price data. Electric replacements are the most common job here, and they are also the cheapest.
| Job | Planning range | Manitoba notes |
|---|---|---|
| Electric tank, 40–60 gal | $1,400–$2,600 | Lowest when the existing circuit can be reused |
| Atmospheric gas tank, like for like | $1,800–$3,200 | Gas-served communities in southern Manitoba |
| Power-vent gas tank | $3,000–$5,000 | Where the chimney no longer suits the tank |
| Heat pump water heater | $4,000–$7,000 | Plus a condensate drain ($100–$400) and any circuit work ($300–$1,500) |
| Thermal expansion tank | $250–$500 | Where a check valve or pressure-reducing valve closes the system |
Jobs far from the larger centres can add travel time, and permit fees depend on which authority covers your address. The full list of add-ons is in the replacement cost guide.
08 /What should you ask an installer in Manitoba?
- Who holds the gas fitter licence?
For a gas heater, the licence class and name, and confirmation that the ITSM permit is issued before work starts.
- Who books the Manitoba Hydro inspection?
And when, so the job is not left uninspected.
- Is a plumbing permit needed?
In Winnipeg, ask whether anything in the job, such as moved pipes or new valves, takes it beyond a same-location swap.
- Will an electric tank keep up in February?
Ask for the first-hour rating and whether a larger tank or a hybrid heat pump suits your household.
- Is repair worth trying first?
For a gas heater with pilot or burner trouble, whether Manitoba Hydro's no-charge labour service applies.
HotWaterTank.ca is independent and does not install, rent or sell water heaters. Request quotes when you are ready, and compare with the Saskatchewan guide or the Canada overview.
